NEWSCHANNEL 4 OKLAHOMA CITY -- The State of Oklahoma will pay $160,000 for the death of a two-year-old. A judge decided the Oklahoma Department of Human Services handled the care of the child in a negligent manner. Keenan Taylor died after having boiling water poured on him in 2005. His father, Carlis Anthony Ball, has been convicted of the murder. The DHS had three previous child abuse complaints against Ball, but failed to remove Keenan Taylor Ball from the home.
